The problem: Lifetime appointments create high-stakes, unpredictable vacancies with no public input.
The reform: The Supreme Court expands to 11 Justices with single 22-year terms — one seat opens every two years. Nominees come from three branches (President, Congress, Assembly), and the public elects the Justice by ranked-choice vote. No campaigning; age cap of 50.
Constitution, Art. VII §2
The problem: A candidate can win the presidency while losing the popular vote.
The reform: The Electoral College is abolished. The President is elected by direct national popular vote — whoever gets the most votes wins.
Constitution, Art. II §4 / New Founding Act §111
The problem: Candidates who refuse corporate and big-donor money are often outspent into irrelevance.
The reform: Candidates who clear a threshold (5% of the vote, 1,000 unique small donors, two public debates) receive $2.50 in public funds per vote — funded by a 75% excise tax on lobbying spending and a financial transaction tax, not general taxpayer dollars.
New Founding Act §123
The problem: Unlimited campaign spending lets a small donor class outweigh millions of voters.
The reform: Individual contributions are capped at $1,000 per candidate and $25,000 total per year. Corporate and organizational spending on elections is banned outright.
New Founding Act §121
The problem: Ordinary people have no direct hand in budget or oversight decisions between elections.
The reform: 306 randomly selected citizens (6 per state) serve staggered 3-year terms with real, binding authority over federal budgets, foreign aid, and military deployments — not an advisory panel.
Constitution, Art. VIII §2
The problem: Healthcare costs three times what comparable countries pay, and prescription prices are set by manufacturers with no ceiling.
The reform: Universal coverage with automatic enrollment, phased in over 5 years. Prescription drug markup is capped at 20% above the actual cost to produce and deliver it.

The problem: At large firms, CEO pay can run 500 times the lowest-paid worker's.
The reform: At businesses with 50+ employees or $10M+ revenue, the highest-paid employee cannot earn more than 50 times the lowest-paid employee's total compensation.

The problem: Workers have no formal voice in how the companies they build are governed.
The reform: Companies with 100+ employees must reserve at least 30% of board seats for directors elected by workers — with full voting rights.
New Founding Act §416
The problem: Stock compensation is typically reserved for executives, not the workforce that creates the value.
The reform: If any employee receives stock-based compensation, every employee must be offered the same number of shares.

The problem: When a business is sold or a factory closes, workers have no say and no shot at ownership.
The reform: Workers get 90 days to match any outside offer to buy the business, backed by government financing and technical support.
New Founding Act §413
The problem: Birthright citizenship and equal protection face recurring political challenges.
The reform: Restates birthright citizenship and equal protection as unassailable constitutional guarantees, not subject to erosion by statute or executive action.

The problem: Personal data and biometric information have no constitutional protection today.
The reform: Creates a constitutional right to privacy in personal data and biometrics, and a right to know when you're interacting with AI.

The problem: Tribal nations have no binding voice in federal decisions that affect them, and plenary power lets Congress override tribal sovereignty unilaterally.
The reform: An Indigenous Nations Assembly of 574 tribal delegates gets real veto power, overridable only by 3/4 of Congress. Includes $50B in annual trust funding and a $10B/year Land Restoration Fund for 20 years. Congressional plenary power over tribes is abolished.

The problem: Today's immigration system has 80+ visa categories that even attorneys struggle to navigate.
The reform: Six clear visa categories replace the current maze. Work visas aren't tied to a single employer, so workers can change jobs without losing status.
The Clear Pathway to Citizenship
The problem: The U.S. grants trade benefits to governments that jail journalists and suppress elections, with no consistent standard.
The reform: A country must meet a democratic-governance threshold — free elections, protected freedoms, respect for other nations' sovereignty — evaluated by an independent commission, before it can become a trade partner.
Partnership Standards Framework
The problem: Platforms own the infrastructure your data lives on, not just the app you use.
The reform: Legally separates the app you use (Application Layer) from where your data is stored (Storage Layer), so individuals can port their data freely.
Sovereign Infrastructure & Data Democratization Act
The problem: Today, the public has to prove a chemical or activity caused harm — often after the damage is done — before it can be restricted.
The reform: Flips the default: when credible scientific evidence points to potential serious harm, the burden of proof shifts to whoever wants to proceed to demonstrate it's safe. Economic cost-benefit analysis cannot override that protection.
